Taxes pay all their wages and they are not “undercover”. I have heard many complaints about how citizens are treated when dealing with ANY department. This problem needs to be addressed. They denied my FOIA for emails between department heads about me because it would "reveal special investigative techniques". This city is notorious for denying FOIA request.
